Each candidate for election to the position of director must be nominated by petition signed by at least ten qualified electors of the director division for which the candidate is filing.  The Nominating Petition must be filed with the District Secretary no later than five o’ clock p.m. on the first Monday in November.  The election shall be held on the second Tuesday of each December; provided, however, that if only one candidate is nominated for a director position, no election shall be held for that director division but said candidate shall be declared elected to the Board of Directors.
